I think the greatest example where citizens attempt to influence a decision-maker towards some positive change, is when they face that the people, in general, are going through some kind of downfall and when they have realized that the one that holds the power and can bring change, is corrupted. In any of these ways, the citizens are bound to react and fight for change, and inevitable those in position could not like it so much, and therefore could lead to sparks between the two entities
